Flood Performance Certificates: what changes when resilience becomes measurable

The best claim is the one that never happens. Flood Performance Certificates (FPCs) are about to fundamentally change how flood resilience is understood for both residential and commercial property.

This breakfast seminar will discuss what this means in practice for insurers, lenders, and property owners.

Why now

Flood risk, measured rather than estimated.

Recent reforms to the Flood Re scheme, the strongest El Niño on record and a run of exceptionally severe rainstorms have put flood resilience back at the top of the agenda for insurers, lenders and regulators.

Flood Performance Certificates (FPCs) will formalise and standardise how resilience is measured on an individual property. That only works if the data behind the certificate can be trusted by insurers and lenders, and if collecting it doesn't create a substantial workload for homeowners and surveyors. The trust needed has many dimensions:

“What does a certificate actually verify, and how can we trust the number?”

“How do we learn where water gets in a building without sending the homeowner another form or surveyor?”

“If a claim is disputed, can we prove where the certificate's numbers came from?”

How Mitigrate's platform can help

How Mitigrate turns building-level vulnerability data into costed resilience measures, and what that means for underwriting, claims, and investment in prevention.

Learning from a €1 billion flash flood: Milliman × Mitigrate

One of the worst flash floods in history caused a €1 billion loss. Milliman will share the results of a backtesting study of what that loss would have been if Mitigrate’s resilience recommendations had been in place. Why flood risk calls for building-level modelling, how prevention is reflected in observed claims and vulnerability curves, and the before/after damage results.

From property to portfolio: Aon

Deploying FPCs at scale depends on integration. Aon presents its integration of Mitigrate data into its Risk Analytics Platform: how property-level resilience data flows in without a custom build, and how it aggregates into a portfolio and reinsurance view.

Panel and Q&A

Can a certificate change a premium, a deductible or a mortgage decision today? What data is still missing, and what would reinsurers need to see before prevention counts in their pricing?
